answer
1. The water level will drop( stone desity is higher than water)
2. cut along the line joining the centre of the whole cake and the centre of the missing slice
3. the guy should say " you will shoot me" ( if they shoot him, he is telling the truth, if they hang him, he is lying, they can do nothing)

Alternative answer for 2:
Cut horizontally across the cake, dividing it into the top part and the bottom part :)
